Permit history · Orange County County

8/20/2026appliedCommercial Mechanical Permit Commercial · The mechanical and electrical design has been completed to modify the existing HVAC systems at the Rollins College Tennis and Golf Center to improve humidity control, ventilation stability, and space temperature control. The design generally maintains the existing campus chilled-water service, existing building chilled-water pumps, existing data room split systems, and existing fan coil units where indicated, while adding permanent reheat and control improvements to address the observed space humidity and overcooling conditions. The existing chilled-water system remains served from the campus chilled-water loop. The building chilled-water pumps remain in a lead/standby arrangement and are controlled through the BAS to maintain system differential pressure. The chilled-water plant controls remain largely unchanged, with only coordination updates required to support the revised connected HVAC loads. The existing fan coil units are retained where scheduled, except for FCU-1-3, which is being removed and replaced with a new fan coil unit provided with integral electric reheat. New downstream electric duct heaters are provided for the remaining existing fan coil units as scheduled. The electric reheat is intended to allow the chilled-water coils to continue dehumidifying while the reheat maintains space temperature and prevents overcooling. The fan coil unit controls have been revised to provide occupied continuous fan operation, medium-speed minimum automatic operation, high-speed operation as required for cooling, humidity control, or outside-air delivery, and low-speed lockout during automatic operation. Outside air is controlled through branch outside-air airflow measuring stations and modulating outside-air dampers to maintain the scheduled outdoor airflow rates. FCU-1-1 and FCU-1-2 are coordinated to operate together at the same fan speed due to their shared outside-air arrangement, while their chilled-water valves and reheat controls remain independently controlled by zone conditions. The BAS sequence has been revised to include normal cooling, heating, and active dehumidification modes. During dehumidification, the chilled-water valve is allowed to drive the cooling coil to a lower leaving-air temperature, while downstream electric reheat modulates to maintain the active space temperature setpoint. Electric reheat is interlocked with fan operation, airflow proving, and heater safeties. Humidity alarms, condensate overflow shutdown, fan failure alarms, heater safety alarms, building pressure monitoring, and CO2 monitoring are included as part of the control strategy. The existing DHU-1 dehumidifier remains in place and is coordinated with FCU-2-2 and FCU-2-3. DHU-1 is enabled through the BAS during occupied mode when either associated zone exceeds the humidity setpoint and is disabled when both associated zones are satisfied or when the building is unoccupied, unless local override is active. The existing exhaust fans remain in service. EF-1-1, EF-1-2, and EF-2-1 operate continuously during occupied mode and are off during unoccupied mode unless otherwise commanded by BAS override. EF-2-2 is interlocked with FCU-2-1 to help offset the outside-air intake associated with FCU-2-1 and reduce excessive positive building pressure. The electrical design supports the mechanical revisions by providing power, disconnecting means, circuit protection, and coordination for the new electric duct heaters, replacement FCU-1-3, and associated control/interlock requirements. Electrical connections are coordinated with the scheduled equipment electrical characteristics, MCA, MOCP, manufacturer requirements, and final approved equipment submittals. Overall, the completed design provides a permanent corrective approach for ventilation, humidity control, and temperature control while reusing existing mechanical systems where practical and limiting changes to the portions of the system necessary to achieve the required performance. ↗Process For Issuance
